Nomination of blocks for the 22nd licensing round

On 2 November, the Ministry of Petroleum and Energy (MPE) invited the oil companies to nominate blocks and/or combinations of blocks they believe should be included in the 22 nd licensing round on the Norwegian shelf.

The companies are invited to nominate blocks in the areas that are open for petroleum activity in the Norwegian Sea and the Barents Sea.

The invitation to nominate blocks does not apply to:

  • areas already covered under a licence
  • areas included in the ”pre-defined areas”
  • ”areas where petroleum activity will not be started” cf. Storting Report No. 10 (2010-2011) updating the management plan for the marine environment in the Barents Sea and the sea areas off Lofoten; the Polar front, the Ice Edge, Bjørnøya, the coastal areas in Troms and Finnmark, Nordland VI and VII and Troms II
  • ”areas where licences will not be announced until the update in 2014 at the latest”, cf. Storting Report No. 37 (2008-2009) Comprehensive management of the marine environment in the Norwegian Sea (management plan); Mørebankene, Iverryggen and Froan/Sula revet.

The companies’ nominations will be used as a basis for the Ministry’s assessments in connection with announcement of areas in the 22nd licensing round.

The MPE requests that nominated blocks are divided into two categories: ”interesting” and ”very interesting”. The total number of nominated blocks should be limited upwards to 15. Nominated blocks should have a brief description according to the template from the guidelines. The guidelines for describing nominated blocks can be found on the Norwegian Petroleum Directorate’s (NPD’s) website. There will also be a link to a Shape file with blocks that can be nominated on the website.

The nomination must be submitted to the Ministry of Petroleum and Energy by 11 January 2012 at noon. A copy of the nomination must also be sent to the NPD.
