SMIL (SMart Interactive Licence administration) is designed to improve communication, reporting and application processes between the companies and the The Norwegian Offshore Directorate/Norwegian Ministry of Energy.

The Norwegian Offshore Directorate established SMIL in 2015, as part of the Government’s programme to digitise interaction between the authorities and the public. From start, SMIL has been used for applications to extend deadlines for work commitments in production licences.

From September 2017, SMIL will also be used for notifications from the operator to The Norwegian Offshore Directorate/Norwegian Ministry of Energy on decisions taken in the licence to proceed to next phase in the work program, or to drop the licence. Over time, SMIL will be further developed to include additional interactive modules.

Access to SMIL is currently provided via a shared portal for operators in L2S (Licence to Share). Each operating company manages its own user access.
