Updated guidelines for 2018 annual status report for producing fields

The guidelines for the 2018 annual status report (ASR) have now been updated. Some adjustments have been made from the 2017 reporting.
The changes are discussed in the 2018 guidelines.
The most important changes are:
1. New text on changes linked to actual and planned collection, use, storage and sharing of data (including third parties) in several chapters (4.3, 5.3, 6.4).
2. Chapter 9 on Cessation and Disposal requests information for facilities, not just fields, and requests more information regarding the status of plans.
