An Annual Status Report (ASR) for fields in production shall be submitted to the Norwegian Petroleum Directorate (NPD) by November 1st of each year, cf. Section 47 of the Regulations to Act relating to petroleum activities and Section 29 of the Resource Management Regulations.
The ASR also forms the basis for evaluating the production licence, cf. Section 23 of the Regulations to Act relating to petroleum activities, Stipulation of production schedule, etc. and supports reporting to the Revised National Budget (RNB), and much other work in the NPD. Last year’s ASR also formed a useful basis for the 2017 Resource Report – Values for the future.
The template for the ASR was significantly changed starting with the autumn of 2016. From 2016, the ASR guideline, like the RNB reporting, references the Joint Operating Agreement stipulated by the Ministry of Petroleum and Energy (MPE). The Joint Operating Agreement provides the foundation for the licensees’ own planning documents such as the long-term plan, cf. Chapter 2, Governance in the ASR guideline.
There are only minor changes in the ASR guideline from 2016 to 2017. Changes are discussed and marked in the 2017 guideline, and mainly comprise somewhat more information about wells and completion (Yes/No questions) somewhat more emphasis on remedial measures that digitalisation and automation are specially mentioned in the guideline for some chapters a new table related to flaring and cold venting.
Please note that the ASR must be submitted in Word format to the NPD, and that the guideline text shall NOT be deleted, cf. Chapter Introduction.
