The Norwegian Petroleum Directorate (NPD) has launched a new and extended version of the SMIL portal.
SMIL was established in 2015 as part of the Government’s program to digitize interaction between the authorities and the oil companies. From start, SMIL has been used for applications to extend deadlines for work commitments in production licences. From 15 September 2017, SMIL will also be used for notifications from the operators to MPE/NPD on decisions taken in the licences. The system is available through the extranet License2Share (L2S).
“The objective of SMIL, which is an acronym for Smart Interactive Licence management, is to streamline and enhance communication and application processes for the companies and for the NPD,” says Maria Juul, assistant director of information management.
The applications and notifications that are submitted to the authorities through SMIL, are related to the work commitments and deadlines during the exploration period (initial period). This period usually has a duration of between four and eight years. After being awarded, the production licences usually have to carry out a work programme, which may include seismic acquisition and drilling of exploration wells within a set of deadlines.
“The new version of SMIL includes improvements of the original module, and a new module to notify the MPE/NPD on decisions taken in the licence to proceed to the next phase in the work program, or to drop the licence,” Juul says.
